There are four small issues with this output:

1. "foo" should be quoted, e.g.,`Error: Unknown Puppet subcommand 'foo'.`
2. Message "Unable to find application 'interface_base'." should not appear.
3. Message "puppet <subcommand> [options] <action> [options]" should be 
prefaced by "Usage: "
4. Full help should not appear.
