I'm not sure what the benefit of offering filtering would be if we have other more obvious ways of getting the data? This may be unnecessary since it's already possible to do this in a way by using different REST endpoints for the things you want to filter to. For example, if you want to filter to just certificate requests, rather than use the certificate_status endpoint just do search on the certificate_request endpoint (same for certificate endpoint for signed state, and maybe the CRL endpoint for revoked state which would need some work).
