Issue #7600 has been updated by Daniel Pittman.
Does that really purge even though we have `noop => true` set? That frightens
the heck out of me!
Meanwhile, isn't this just:
File { ensure => absent }
User { ensure => absent }
Package { ensure => absent }
Setting a default of the ensure metaparameter for the type should work just
fine, and should apply to everything other than things that explicitly override
it, I think?

This works, purging all unmanaged hosts entries:
resources { 'host':
purge => true,
noop => true,
}
We should have a similar property for all (most?) types.
