So in the main repo, at commit:5457c70a66ef95482391e39e43f1fa99ac83e721,
`puppet help certificate` yields this:

All the other indirector faces are well behaved (I think). At commit
ed57aeee3b0365134cc070b08f8cb9f18204a282 (available in my branch at
<https://github.com/nfagerlund/puppet/tree/ticket/2.7.x/7561-help_for_all_faces>),
pretty much all the indirector faces are doubling up their base actions.
Daniel has said he's pretty sure this is an implementation bug and has some
idea where to look, but that it will take some non-trivial investigation to
flush out completely.
