I don't really like
<pre>
export @user {}
</pre>

or

<pre>
export virtual user {}
</pre>

Because exporting a user has only technically todo something with virtual 
resources, but from a user point of view not really. At least that's the way 
how I see it.

So I would favor:

<pre>
export user {}
</pre>

But still would like to keep

<pre>
@@user{}
</pre>

around, as it's much easier to type.

The exported resources syntaxe:

    @@user { luke: ensure => present }

Is concise and powerful, but very difficult to read.  We should consider 
word-based syntax, e.g.:

    export @user { luke: ensure => present }

And taking into account #7605, perhaps:

    export virtual user { luke: ensure => present }
