You know you can override this in the config file?

group = root, mode = 0644 }`

The last_run_summary.yaml file in 2.6.8 is created as root only readable:
<pre>
-rw-rw---- 1 root root 413 Apr 14 13:18
/var/lib/puppet/state/last_run_summary.yaml
</pre>
Most monitoring tend to not run as root, it would be nice if the
modes/ownership were configurable.
