Seen against 2.6.4 and 2.7.0. Not sure if this is a regression. 

At a client site, demonstrating parameterized classes, discovered the ability 
to override both the $name and $title variables. 

Example code:

class foo($name, $title) {
   notice("The name is ${name}")
   notice("The title is ${title}")
}

class { 'foo':
  name => 'bar',
  title => 'bar',
}

Expected output
notice: Scope(Class[Foo]): The name is foo
notice: Scope(Class[Foo]): The title is foo

Received output:
notice: Scope(Class[Foo]): The name is bar
notice: Scope(Class[Foo]): The title is bar
