How is this possible if the agent is not listening on a port.  Is there a 
special configuration you have to produce this behavior?

Did you know puppet agent will actually serve you a catalog if you have a 
certificate from the right CA? It'll also serve you files from any modules it 
happens to have sitting around. I think it'll accept CSRs as well, but I 
haven't tested that yet. 

Is it reasonable to insert the default ACLs that make this possible, when we're 
running as agent? That seems like asking for trouble.
