Currently, the extlookup function has no debugging and only one error message:

`err: Could not retrieve catalog from remote server: Error 400 on SERVER: No 
match found for 'nagios_parent' in any data file during extlookup() at ...`

This happened because I misspelled '$extlookup_precedence' (it was wrong on the 
site I copied-n-pasted it from). I ended up having to edit extlookup.rb, add a 
bunch of Puppet.debug() statements, and then run the puppetmaster in debug mode 
before I finally figured out the problem.

Since the extlookup() function requires that $extlookup_datadir and 
$extlookup_precedence be set in order to work properly, it would be nice if it 
would generate an error message saying that one (or both) of these values are 
not set. It would also be useful to spit out a different error if there are 0 
files located via those 2 variables (assuming they are set).
