I ended up having to edit extlookup.rb, add a bunch of Puppet.debug() statements, and then run the puppetmaster in debug mode before I finally figured out the problem. Since the extlookup() function requires that $extlookup_datadir and $extlookup_precedence be set in order to work properly, it would be nice if it would generate an error message saying that one (or both) of these values are not set.
