We're currently running spec tests on Jenkins against Ruby 1.9, but we're not 
emailing when they break since they always break.  The problem is that we don't 
know when we're regressing, often regressing to the point where the tests don't 
even run under Ruby 1.9.2.  A way around this is to tag the spec tests that 
fail under Ruby 1.9, and then exclude them from running on Jenkins jobs.

Once we have more time to dedicate to full Ruby 1.9 support, we just have to 
remove the filter on those spec runs.
