Ah that won't work I'm afraid. Would the following work for you:

        tag      => 'teamcity::packagestoinstall'
    }   

    Package <| tag == 'teamcity::packagestoinstall' |>

include teamcity::packages

Say, we have such a class:

    class teamcity::packages{
    @package {"teamcity": 
    name=> [ "wget", "tar", "gzip", "zip", "unzip" ],                        
    ensure => installed
    }   
    }

If **wget** or **tar** have been installed, then puppet won't  install other 
packages.
