Issue #8341 has been updated by Trevor Vaughan.
Two issues so far: 1) It requires the '.sign' file and you don't use it anywhere. 2) README and COPYING are not in the tarball. Also, since when is facter architecture dependent? It didn't seem to build any native extensions.
