We no longer use symlinks for these tasks that I am aware of.  Nick can you 
confirm and close if this is actually the case?

We've chosen to install Dashboard plugins by dropping symlinks throughout the 
public and application directories. This isn't a problem for the Rails stuff, 
but means static assets (images, stylesheets, JS) from plugins will never be 
available unless you specifically turn on the FollowSymLinks option for the 
public directory in your Apache vhost config. 

We should add FollowSymLinks to the default vhost example, and I could also use 
some help from someone who knows what Webrick and Unicorn+Nginx do with 
symlinks by default.
