Issue #8677 has been updated by Jacob Helwig.

So, I disagree that we should do this.  The vcsrepo type should not have been 
merged into core to require this update in the first place since the long-term 
plans are to move more things out of core (such as the nagios types).  We 
should not be tying this to the release cycle of core puppet, and it should 
instead be pulled back out in favor of the pre-existing module.

The puppetlabs-vcsrepo type has some commits in it that aren't in the version 
merged to core.  Broadly anything later than 
1dcf1647a70580e90bc9bd82f424e0b1ca0f6079 in 
https://github.com/puppetlabs/puppet-vcsrepo/.  This should be merged up and 
the old puppet-vcsrepo either closed or redirected.
