Provider isn't actually a metaparameter, right? It's a normal parameter that 
happens to exist for most types. That would be like having "name" show up on 
the metaparameter list. Although parameter and metaparameter IS a kind of 
artificial distinction, based more on implementation details than on 
fundamental details. 

Is this something you'd like to have happen anyway? We'd have to hack the doc 
generator.

"provider" is a metaparameter available to any resource, but is not listen on 
http://docs.puppetlabs.com/references/stable/metaparameter.html

It is listed in many places on 
http://docs.puppetlabs.com/references/stable/type.html with specific use cases, 
such as http://docs.puppetlabs.com/references/stable/type.html#package
