After some digging, I can see that the problem with the Ubuntu test is that the
public and private keys are empty files for some reasons. On the
dashboard/inventory service node, the following files are empty:
/etc/puppetlabs/puppet/ssl
certificate_requests/ubuntu-1004-32-2.pem
private_keys/ubuntu-1004-32-2.pem
public_keys/ubuntu-1004-32-2.pem
