A common way to secure that setup is to use HTTP Basic Authentication, then wrap that in SSL with Apache. The branch at https://github.com/justintime/puppet-vcsrepo/tree/svn-basic-auth adds support for two additional properties, 'basic_auth_username' and 'basic_auth_password'.
