After I installed Puppet Enterprise 0.6rc6, I got the following logged over and 
over:

Jan 24 14:02:10 ch12-ts puppet-master[29428]: 
(/File[/etc/puppetlabs/puppet/manifests]/ensure) change from absenory on 
ensure: Permission denied - /etc/puppetlabs/puppet/manifests

After I changed the owner of  /etc/puppetlabs/puppet/manifest from root to 
pe-puppet, and restarted pe-httpd, it was happy. It's worth noting that the 
group owner of this directory was pe-puppet, but the group write bit was not 
set.

I assigned this to Jacob since he and I were talking about it via IRC, and he 
asked me to file a bug. Do with it what you will, naturally :)
