When two versions of a MacPorts package are installed but the older one is 
activated, the MacPorts provider will fail to activate the newer one on ensure 
=> latest. 

It just runs "port upgrade {packagename}" which does nothing because the port 
is already installed (but not activated) in the latest version.

The fix seems to be just to use "port install {packagename}" for the upgrade 
case - maybe this became possible with the recent MacPorts 2.0.0 release?
