Bug #9391: Providers stop puppet working if binaries can't be found even if
they are in the catalog to be installed.

I just decided to check out the vcsrepo module and ran into a reoccurring and
annoying bug within providers that keeps biting me. The vcsrepo{} I added in
my module has provider => svn. I also include a package { "subversion" } in
the same module. However, because the provider checks BEFORE the catalog is
run it immediately fails with no possibility for puppet to fix it. I would
like for puppet to either run the rest of the resources then attempt to rerun
the ones requiring a specific provider or check the catalog to see if the
provider requirement would be filled by a resource and then delay execution
until that is met. (I guess these goals are the same but the second is more
elegant in that it actually checks for a solution rather than just delaying and
trying again hopefully).
My mysql module does this too on new boxes - it won't do the package{mysql}
because it tries to parse the mysql lib/ stuff up front.
