Bug #9444: PE 1.1 => 1.2.x upgrade on debian/ubuntu systems breaks enc
abilities of puppetmaster (external_node)

When upgrading a puppetmaster with dashbaord installed from PE 1.1 to 1.2 on
debian/ubuntu systems, a permissions change for
/etc/puppetlabs/puppet-dashboard and
/etc/puppetlabs/puppet-dashboard/external_node breaks the external node
classifier (enc) abilities of the puppetmaster.

The symptoms of this issue are mainly that when running a puppet agent run on a
node that should be classified by dashboard, the class would be applied in a
1.1 install and would not be applied after a 1.2.x upgrade.

This can be resolved by ensuring that the permissions of
/etc/puppetlabs/puppet-dashboard are 755 and that the permissions of
/etc/puppetlabs/puppet-dashboard/external_node are 755.
Running the following command (as root) should be sufficient:

chmod 755 /etc/puppetlabs/puppet-dashboard
/etc/puppetlabs/puppet-dashboard/external_node

This issue only affects debian/ubuntu PE upgrades from 1.1 to 1.2.x on a
combined master/dashboard installation.
