Cloud provisioner should not be bundled with pe-builder reasons that they should stay separate projects: * requires that we maintain 2 separate versions of cloud provisioner * cloud provisioner cannot benefit from more internal usage * can cause confusion for uses who also have cloud provisioner installed The trade off is that cloud provisioner will have to be separately installed when pe-builder is installed 2.
