This was merged into 2.7.x in https://github.com/puppetlabs/puppet/commit/9be3b98beba744c4123c78877735be90c63ecf0b Ideally, the windows user provider should validate the password using http://msdn.microsoft.com/en-us/library/windows/desktop/aa370661(v=VS.85).aspx.
