I've added tests, cleaned up the commit message, and rebased the original patch against 2.7.x. If I push out a new package to repo and just the epoch tag value changes, but the version and release stay the same, puppet doesn't notice that the package needs to be upgraded. It looks like this is because latest in `lib/puppet/provider/package/yum.rb` isn't including the epoch tag in its return value.
