Hi,

I'm using puppet-dashboard as my ENC. 

I've got two setups with identical config but one environment is using puppet 
2.6.12 and the other is on 2.7.6. 

When I change a parameter in the 2.6.12 environment it updates straight away 
whereas in 2.7.6 it takes approx 30 mins before the puppet job makes a request 
to the ENC.

2.7.x versions:

* puppet-dashboard-1.2.3-0.1rc2.el6.noarch
* puppet-server-2.7.6-2.el6.noarch
* puppet-2.7.6-2.el6.noarch

2.6.x versions:

* puppet-server-2.6.12-1.el6.noarch
* puppet-dashboard-1.2.3-0.1rc2.el6.noarch
* puppet-2.6.12-1.el6.noarch

Puppet config:

    [main]
    vardir = /var/sky/puppet
    ssldir = $vardir/ssl
    logdir = /var/sky/puppet/log
    rundir = /var/run/puppet
    pluginsync = true
    node_terminus = exec
    external_nodes = /usr/share/puppet-dashboard/bin/external_node

    dbpassword = ******
    dbserver = localhost

How to reproduce:

Change a parameter in puppet-dashboard for a node then run puppet to see if the 
parameter updates, I'm using notice to output the parameter.

I can see that the parameter has updated by running the external node exec but 
the call is not made during the puppet run. Restarting puppet master OR 
deleting the nodes state yaml OR waiting approx 30mins "fixes" the problem.
