Nick's version of the fix for this has been merged in commit:39bf8cb4015ad40b387855cd352e26f8f5e909c5. Essentially we want to be able to use a provider in the same run that it's prerequisites (like :commands and paths) are delivered in. You should not have to run puppet twice to use a provider.
