Hi Michael, the error

<pre>
The aix provider can not handle attribute password at 
/etc/puppet/modules/root_user/manifests/init.pp:35
</pre>

shows puppet is trying to call the `password=` method on the aix provider, but 
it's raising an error that the method doesn't exist:

<pre>
  def call_provider(value)
      provider.send(self.class.name.to_s + "=", value)
  rescue NoMethodError
      self.fail "The #{provider.class.name} provider can not handle attribute 
#{self.class.name}"
  end
</pre>

And what's strange is that the provider does have that method defined:

<pre>
Puppet::Type.type(:user).provide :aix, :parent => Puppet::Provider::AixObject do
  ...
  def password=(value)
    user = @resource[:name]
    ...
</pre>

It's almost as though it's picking up a different `aix` provider that doesn't 
have that method defined. Is it possible you have some other aix provider that 
is earlier in your ruby load path?

A cursory look at the source shows that the aix user provider has the feature 
manages_passwords, but doesn't have the password attribute listed as being 
managed

                                home     => "/",
                                shell    => "/usr/bin/ksh",
                                password => 'REDACTED'
                        }
