The code in `collect_exported` in `lib/puppet/parser/collector.rb` has some 
poor logic: if you import two resources with the same type and title from two 
other machines, it will report that "Exported resource foo cannot override 
*local* resource".

This is because it walks through all the resources it finds and checks if they 
duplicate something already known about.  If not, they get added to the 
collection.

If there is a duplicate, though, it assumes that is local, and issues a message 
as such.
