I don't think is the gem itself that is causing the issue.  It's the initial 
run of puppet.  Our gem doesn't create /var/lib/puppet. 

    [root@centos tests]# gem contents puppet | grep var/lib

If this is a regression, it's in puppet and not in packaging. 

The gem can't create that file.  It's not in the RUBYLIB.
