Issue #11338 has been updated by eric sorenson.

Triage-A-Thon: IMO this is actually a dup of #9407, since the correct place to 
live on OSX is not a linux-y `/var/lib` but rather directly under `/var`.  

(though I note that an OOTB Lion install does now have `/var/lib`, for postfix.)

When installing Puppet 2.7.6 on OS X 10.5.8, the folder /var/lib doesn't exist 
and doesn't get created, causing puppet to not work. Manually creating the 
folder fixes the problem and allows puppet agent to run. This doesn't appear to 
be a problem under 10.6.8 or 10.7.2.
