Part of the challenge is, we don't really know.  We don't have an in-house 
SELinux expert, so we are kind of dependent on outside folks to help us work 
this out. :(

If someone submitted a patch that used that feature, or talked to the SELinux 
folks for us, that would be awesome.  Otherwise we will eventually get to that, 
but it is not likely to be soon.

If I toggle selboolean's persistent => 'true' to 'false' and back again I get 
no change logged.
