We don't specifically handle this, and it isn't an unreasonable request, but I 
have not done the investigation to know if this is even possible for us to 
report in a way that doesn't require wrapping every single file operation in 
specific handling for the problem.

Hi,

I just spent longer than necessarily trying to figure out why Puppet was 
failing Exec resources. It was because /tmp had 32000 directories in it. It 
isn't terribly obvious from the error output that Puppet's trying to mkdir() 
and not open() a file in /tmp
