It's definitely not a permissions issue or anything specific to the /root directory. The error shows up as whatever the working directory is. That's just where I happened to be when I ran it that time. The others keys install just fine. The issue really makes no sense, and I've run out of obvious things to investigate, which is why I reported it as a bug.
