For non-Face CLI applications, we should always offer help when requested with 
`puppet help`, rather than being pedantic about errors.  That is, `puppet help 
cert generate` should act the same as `puppet help cert`.

Original bug report:

When requesting help via the cli commands, puppet does not support getting 
information about subcommands.

For example:

<pre>puppet help cert</pre>

returns help for the cert command, but there is no method for getting a list of 
options of subcommands of cert.  I would expect:

<pre>puppet help cert generate</pre> to give me a list of options that can be 
passed to the generate subcommand.
