Issue #4068 has been updated by Thomas Hatch.

Hi James, I think that this will be a great addition to puppet, but I am 
swamped with Salt (http://saltstack.org) work right now, otherwise I would 
probably have pushed back on it.
Feel free to close out this ticket unless you guys want to continue pushing for 
sysctl support.

I have run into many deployments that manage sysctl using the file type, a 
native sysctl type will greatly add to deployment modularity.
