If you pass --listen to a windows puppet agent, it will attempt to set the 
CLOSE-ON-EXEC flag on the http log file, and fail, because Fnctl::FD_CLOEXEC is 
only defined on Unix platforms. The way to prevent file descriptors from being 
inherited by child processes on Windows is to use SetHandleInformation 
<http://msdn.microsoft.com/en-us/library/windows/desktop/ms724935(v=vs.85).aspx>
 and clear the `HANDLE_FLAG_INHERIT` flag.
