Issue #12844 has been updated by Chris Price.

In the previous comments, please substitute 
"86a806f595f8b7bb280c8c445eef51dfd71bf39d" for 
"b434e3b9c31de63365e1a0f53d152be7e6e988ec".  The latter is only one of a series 
of three commits that were involved in introducing the lockfile changes; the 
former is where the pull request was merged in.  I'm going to revert the entire 
pull request for 2.7.x and intend to eventually resuscitate it in its entirety 
(perhaps with slight modifications depending on the consensus re: lockfile 
semantics) for 3.x.

Procedure:

Start with 2.7.7
Run puppet agent --disable
Upgrade to 2.7.11
Run puppet agent --enable

Result:

puppet agent --enable does not remove /var/lib/puppet/state/puppetdlock and 
puppet will no longer run.
