FreeBSD 9.0 (and possibly 8.3, I haven't checked) and later cache the name of 
the configured timezone in /var/db/zoneinfo.  This is more meaningful than the 
contents of struct tm's tm_zone, and would be useful as a condition to 
determine whether to sync a new /etc/localtime out when the government screws 
with your timezone.  I'm not sure what the best way to add this is, so no patch 
supplied.  (The /var/db/zoneinfo file is a single line of text with the name of 
the zone, suitable for use in tzsetup(8) or $TZ.)
