The windows user provider should allow for user accounts to be:

* enabled/disabled
* unlocked/locked
* expire password

We may also want to allow configuring the following:

* whether the password is changeable
* whether the password can expire
* whether the password is required

Some of these can be set as properties of the `Win32_UserAccount`

 or through the `User-Account-Control` field
