For the current release cycle, Windows agents running the module tool should fail early, indicating that Windows is not currently supported. We'll need to think through how to make tar a prereq for this on windows. I've played around a little with some possible tar implementations on windows, but have yet to get any working. Until then, I've marked the module tool tests as failing on windows.
