Currently users have to wrap powershell scripts in a file, and then execute
them with an exec.

Instead we should have a powershell provider on Windows that allows powershell
scripts to be specified inline. It should also take into account the `%windir%`
environment variable, as well as `sysnative` to prevent file system direction
(since we want to execute 64-bit powershell from 32-bit ruby). Also, powershell
enforces a restricted execution policy for scripts that it downloads. The
powershell provider to take care of this.
