Windows filesystem redirection silently redirects requests from 
`c:\windows\system32` to `c:\windows\syswow64` if the calling program is 
32-bit. This is a problem when attempting to manage IIS applicationHost.config 
file as these reside in the 64-bit directory. It is also a problem when trying 
to force execution of 64-bit programs from 32-bit ruby, e.g. powershell.exe, 
cmd.exe.

Redirection can be disabled by using `c:\windows\sysnative`. But currently this 
must be done on a per module basis. It would be good if Puppet provided a 
method for doing this, e.g.`Puppet::Util.which`.
