No, the bug is that the returned manifest should look like:

[root@centos6 vagrant]# puppet resource user ryancoleman ensure=present
name=ryan
notice: /User[ryancoleman]/ensure: created
user { ‘ryancoleman’:
ensure => ‘present’,
name => 'ryan',
}
</code>
Ryan isn't specified at all in the manifest.

name=ryan
notice: /User[ryancoleman]/ensure: created
user { 'ryancoleman':
ensure => 'present',
}
</code>
puppet resource should return an appropriately formed resource declaration
based on what the user provided or simply not accept the users specification of
the namevar.
