When updating from 2.7.11 to 2.7.12 on the client sometimes a state file is 
left behind.

Mar 21 18:15:31 ip-10-170-54-145 puppet-agent[16859]: Starting Puppet client 
version 2.7.12
Mar 21 18:15:31 ip-10-170-54-145 puppet-agent[16859]: Skipping run of Puppet 
configuration client; administratively disabled; use 'puppet Puppet 
configuration client --enable' to re-enable.

The resulting error message looks like it's missing some wording. I'd replace 
the config client stuff so that it reads as below so the average user can 
resolve the problem quickly.

Skipping run of Puppet configuration client; administratively disabled; use 
'puppet agent --enable' to re-enable.
