It would really help if you tell us what operating system you are using. Puppet has different service providers for different operating systems (plain initscript on HP-UX, service command on RedHat, upstart, systemd. launchd etc). It went from 2.3 seconds to 6.8 (just the "service" section). The rest of the time spent on the other classes is negligible, compared to the Service class, if you take away the "config retrieval".
