Issue #13613 has been updated by Ken Barber.

A work-around would be to use validate_bool from stdlib:

You can download stdlib from here:

Or with the puppet module tool.

This pretty much takes care of validating that a value is boolean for you - and 
bails with an error if it is not. So instead you could do:

    define aaa::bbb($recurse=true) {
      validate_bool($recurse)
      # ...
    }

FAILS:

    define aaa::bbb($recurse=true) {

      if ! ( $recurse in [ 'true', 'false' ] ) {
        fail("Unknown recurse '${recurse}'")
      }

    ERROR: 'true' from left operand of 'in' expression is not a string 

WORKS:

    define aaa::bbb($recurse=true) {

      if ! ( "$recurse" in [ 'true', 'false' ] ) {
        fail("Unknown recurse '${recurse}'")
      }
