A work-around would be to use validate_bool from stdlib: <https://github.com/puppetlabs/puppetlabs-stdlib/blob/master/lib/puppet/parser/functions/validate_bool.rb> You can download stdlib from here: <http://forge.puppetlabs.com/puppetlabs/stdlib> Or with the puppet module tool. This pretty much takes care of validating that a value is boolean for you - and bails with an error if it is not.
