Issue #11860 has been updated by Chris Price.

What level of checking has happened?  None, except for the fact that this has 
been changed in master for a while and we haven't gotten any complaints about 
it yet.  That's not really very compelling, though, because not a ton of people 
are using master.

What kind of checking would we need to do?  Well, I think we'd probably need to 
come up with a test environment that had a non-standard default locale and then 
write some new acceptance tests.  I think this would be a worthwhile thing to 
do but I'm not sure how soon we would have resources to devote to that.

As far as I can see puppet is changing system's LANG environment variable - 
this causes unexpected bahaviour of applications that use this setting (as LANG 
is different when you run /etc/init.d/foo stop/start/restart, and different 
when service is restarted by puppet!).
