Issue #14297 has been updated by Daniel Pittman.

I hate to be a pain, but it looks like Upstart has support for an "override" 
file to let you disable startup in a clearer way: 
http://upstart.ubuntu.com/cookbook/#disabling-a-job-from-automatically-starting

Do you think we should support only that, that as well, or not at all?

It seems since Puppet 2.7.14 the Upstart provider is somehow broken, running on 
Ubuntu 10.04. An example is the serial console (ttyS0) which is managed by an 
Upstart task in /etc/init/ttyS0.conf. 

    class serialconsole::service {
      service { 'ttyS0':
        ensure      => 'running',
        provider    => 'upstart',
        hasstatus   => true,
        hasrestart  => true,
        require     => Class['serialconsole::config'],
      }
    }

This results in the following error message when running the puppet agent:

    info: Applying configuration version '1336059066'
    err: /Stage[main]/Serialconsole::Service/Service[ttyS0]: Could not 
evaluate: Could not find init script for 'ttyS0'
    notice: Finished catalog run in 5.93 seconds
