So I have a patch ready to go for this, the work-around for now would be to use 
the full path of the target directory.

I use vagrant to test out my puppet manifests, so I want to specify a directory 
where I'd like things to be installed.

% puppet module install -i mtest akumria-nullmailer  
Preparing to install into mtest ...
Downloading from http://forge.puppetlabs.com ...
Error: undefined method `each' for nil:NilClass
Error: Try 'puppet help module install' for usage
