puppet cannot execute batch files directly. You have to wrap it in a cmd
process, e.g.

command => 'cmd.exe /c c:\test.bat',

I thought there was a ticket filed to create a 'shell' like exec provider on
windows to basically run `%COMSPEC% /c <file.bat>` but I can't find it right
now.
If wrapping the batch file doesn't work, can you run `icacls c:\test.bat` to
see what the permissions are on the file?

I've tested Puppet client in Windows 2008 recently, on EC2 instance.
One problem I found is that, after I a first time successfully run, I
encountered "CreateProcess() failed" error:
